Rate expectations for the ECB have shifted twice already this quarter, and EUR/USD has whipsawed accordingly. Rather than trying to predict which way the committee leans on the day, it's more useful to map out the scenarios in advance and know what each one does to the pair — so the reaction, whichever way it goes, isn't a surprise.
Scenario One: The Dovish Path
If the accompanying statement leans toward further easing — citing softer growth or inflation undershooting target — expect EUR/USD to come under pressure as the rate differential with the Fed widens against the euro. This is the scenario currently carrying the most market-implied weight, which also means it's the one most likely to be a "sell the rumor, buy the fact" setup if the actual statement is only mildly dovish rather than aggressively so.
Scenario Two: The Hawkish Surprise
A statement that pushes back on further cuts — citing sticky services inflation or wage growth — would likely produce a sharp, short-covering-driven move higher in the pair, given how one-sided current positioning appears to be. This is the lower-probability scenario, but the one with the largest potential move precisely because it isn't priced in.
"The scenario the market has already priced tends to produce the smallest move on the day. The one nobody's positioned for is where the real volatility lives."
Scenario Three: The Non-Event
A statement that essentially repeats prior guidance with no material shift — plausible, and historically underrated as an outcome. This produces a brief volatility spike on the release itself followed by a fade back toward pre-announcement levels within the session, as algorithmic reaction to keyword changes unwinds once the actual policy stance is confirmed unchanged.
- Check current positioning (COT, broker sentiment) before the decision — it tells you which scenario is already priced
- Widen stops or reduce size heading into the release; the initial spike is frequently retraced within the hour
- The press conference commentary usually matters more than the rate decision itself for this pair
